Spawns a heat-seeking tornado. Called by LichAttack, but also available separately.
Shoots a LichWhirlwind projectile at exactly caller's height (no 32 increase), and sets its 0 counter to 20*35, its 1 counter to 50 and its 2 counter to 60. Plays the ht_hedat3 sound.
